Description
The Detect and Avoid (DAA) system for Unmanned Aircraft Systems (UAS) flight was developed to assist the Pilot-in-Command (PIC) with his/her duties of operating an aircraft safely in the NAS. All aircraft flying in the National Airspace System (NAS) must comply with the operating rules of Title 14 of the Code of Federal Regulations (14 CFR). Specifically, Part 91, §§.3, .111, .113(b), .115, .123 and .181(b), which address see and avoid, collision avoidance, and right-of-way rules. These operating regulations assumed that a pilot would be onboard the aircraft, so he/she would be able to exercise his/her authority to fully comply with these rules. SC 228 has been tasked to develop Minimum Operational Performance Standards (MOPS) in two separate phases. This document contains Phase 1 Minimum Operational Performance Standards (MOPS) for DAA systems used in aircraft transitioning to and from Class A or special use airspace (higher than 500’ Above Ground Level (AGL)), traversing Class D, E, and G airspace in the NAS. It does not apply to small UAS operating in low-level environments (below 500’) or other segmented areas. Likewise, it does not apply to operations in the Visual Flight Rules (VFR) traffic pattern of an airport. Future revisions of this document are expected to address other operational scenarios and sensors better suited to meet smaller aircraft needs, as well as other DAA architectures, including ground-based sensors.
